Before filing a claim with the Crime Victims Compensation Board (CIVI), it is recommended that you file a complaint with the police.
You have 3 years from the date of the offence to file a claim with the CIVI. This period shall be extended by one year from the date of the last criminal ruling. If the perpetrator is ordered to pay damages, the time limit shall run from the notice given by the court of the option for the victim to refer the matter to the CIVI.

Finally, if you have not been able to refer the matter to the Commission, for a legitimate reason, within the time limit laid down, the court will be able to assess the admissibility of your claim.
The claim must be sent by registered letter with acknowledgement of receipt to the CIVI, or hand-delivered to the CIVI clerk’s office, accompanied by supporting documents (filing of a complaint, investigation report, decision, medical certificates, etc.).
Where do I submit my claim ?
*If the offence was committed on national territory (metropolitan France or overseas territories), you can apply to :
- the Commission in your place of residence, or
- the Commission of the location of the criminal court to which the offence was referred, or
- the Commission to which the same offence was already referred by another victim.
*If you are French and residing abroad and the offence was committed abroad, the competent Commission is that of the Tribunal Judiciaire de Paris.

What documents do I need to provide ?
Any request, addressed to the CIVI clerk’s office, must include the following supporting documents :
- copy of an identity document (national identity card, passport, etc.),
- copy of the family record book proving the degree of kinship with the victim or act of notoriety if you are an heir,
- copy of the filing of the complaint and of any other criminal documents (investigation report, order of referral to the criminal court, decision, etc.),
- copies of medical certificates, sick leave, medical examination report,
- copies of proof of daily benefits, pension, annuities, payments by the at-fault party, the insurer in connection with the offence, etc.,
- the applicant’s bank account details.
If you have been the victim of personal injury resulting in a total inability to work for less than one month, or material damage resulting from theft, fraud, breach of trust, extortion or the destruction, damage, or deterioration of property belonging to you, you must also provide the following documents :
- a copy of the tax statement for the year preceding the offence and the year preceding the year in which the claim was filed,
- a copy of the evidence establishing the impossibility of obtaining full or sufficient compensation from the at-fault party, your insurer, etc.,
- the description of the serious material or psychological situation resulting from the offence.
If you have been the victim of the total destruction of your vehicle by fire on national territory after 1 October 2008, you must send :
- a copy of the tax statement for the year preceding the offence and the year preceding the year in which the claim was filed,
- a copy of the evidence establishing the impossibility of obtaining full or sufficient compensation from the at-fault party, your insurer, etc.,
- a copy of the latest roadworthiness test
- a copy of the special conditions of your motor vehicle insurance contract.
